Streets
,
is
the
California
State
Capitol
building
in
1869
. The
building’s
grounds
are
barren
,
save
a
few
saplings
.
Below
the
building’s
façade
are
several
workers
. A
ladder
is
hoisted
just
beneath
the
building’s
pediment
.
Construction
of the
building
spanned
18
years
,
starting
in
1861
. A
considerable
impasse
was
caused
by the
American
Civil
War
–
1861
to
1865
–
and its
demands
on
both
men
and
materiel
.
