behest

William
Stone
, an
early
proponent
of
Sacramento
as a
major
inland
port
. His
efforts
helped
Sacramento
qualify
as a
terminal
rate
port
. The "
Harpoon
" was,
up
to that
time
, the
largest
ship
to
sail
the
Sacramento
River
. A
tugboat
rests
to
port
while
a
small
motor
boat
operates
in the
foreground
.
