police
on

1923
.
Through
the
years

however
, he
rose
through
the
ranks
from
patrolman
to
chief
on
March
15
,
1951
. He was a
1936
graduate
of the
Federal
Bureau
of
Investigation
National
Academy
in
1936
,
after
which
he
formed
the
Sacramento
Police
Department's
first
regular
training
school
.
After
29
years
of
service
, he
retired
on
November
1
,
1952
. The
first
generation
German-American
died
on
January
1
,
1973
.
