Just
days
prior
to this,
Colonel
Warren
T
.
Hannum
of the
Army
Corps
of
Engineers
declared
that the
Sacramento
Valley's
levee
system
had
faced
the "
supreme
test
" of a
very
rainy
winter
of
1939/40
and was a "
standing
monument
" to the
efficiency
of the
engineering
in the
region
. He also
lauded
the
maintenance
work
on the
levees
which
was the
sole
responsibility
of the
State
Government
.
