had
all
been
factors
in

the
early
1920s
. In the

one
of
two
water
towers
in

constructed
by the
Works
Progress
Administration
in
1937
. The
other
tower
was
built
behind
Sacramento
Junior
College
off
of
Freeport
Avenue
.
